2025/10724 - Basis of competition open tender above EEA threshold value - framework agreement practical assistance
Competition basis for practical assistance About the service contract This procurement concerns a service contract for the delivery of practical assistance to users in Holmestrand municipality. The service bowl carried out on behalf of the municipality in accordance with health and care services. The municipality will pay the supplier for hours actually performed in accordance with the agreed hourly price in the contract. The services must be delivered in line with the municipality's decision. The services must be delivered in line with the municipality's decision. The framework agreement must entered into for a duration of 2 years, with an option for Holmestrand municipality to extend for a further 1+1 years, a total of a maximum of four years. The total scope of the agreement is not guaranteed as there are natural variations, while at the same time the number of decision-making hours is sought to be reduced. The number of hours priced is for evaluation only. Transfer of users to the supplier is done in collaboration with the client in the first quarter of 2026. Estimated value of the acquisition is up to 12-14 MNOK in total over 4 years. The assumed scope is only an estimate, and is not binding on the client. If deliveries on the agreement exceed the stated estimate, the agreement is terminated. It appears to the EU Court of Justice: C-216/17. Exceptions from the procurement regulations §7-9 There is a requirement for the use of 0-emission vehicles. The client believes that this provides the clear best option for reducing climate - and the environmental impact.
