2025/676: Framework agreement for consultancy services IT development (stage 1 - qualification)
part I and part III (above the EEA threshold value). Contract award will be carried out according to the limited tender procedure, cf. FOA § 13-1(1). This means that the competition begins with a qualification phase (Step 1) where only suppliers who meet the qualification requirements and are invited further have the opportunity to submit offers (Step 2). Note that different documents must be submitted at the various phases (stages 1 and 2) of the competition. The client plans to invite a maximum of five suppliers to make offers per subcontract. If more than five qualified suppliers submit a request for participation in the competition, the client will choose out among these suppliers on the basis of the selection criteria in point 9.1, and fewer if there is not a sufficient number of suppliers. All invited suppliers will have their offers evaluated. Negotiations are not permitted, and there is no opportunity to change the offer after the offer deadline expiration. The procurement is divided into two separate partial contracts. Tenderers may choose to submit offers for one or both subcontracts. The client will enter into parallel framework agreements with up to three (3) suppliers per subcontract provided that there are sufficient offer.
