25305 Preparation of an indicative comprehensive plan for Knutepunkt As
The plan is based on a knowledge base that was drawn up and delivered before the summer, and will contribute to coordinating and concretizing measures for the development of the station area, new street terminal, better accessibility for buses, provision for pedestrians and cyclists, as well as holistic and attractive site development in the center of As. The value of the acquisition is estimated at: NOK 2,000,000 ex. VAT The volume is an estimate and is not binding on the client. For further information, we refer to the procurement documents. By its nature, this procurement is assessed to have an insignificant impact on the climate and environment, cf. regulations §7-9, fifth paragraph. The reason for this is that the acquisition concerns the purchase of consultancy/advisory services there the client is prevented from influencing the climate and the environmental impact, since requirements and criteria aimed at these elements will not have a sufficient connection to the delivery, cf. DF0's environmental guide. The client has assessed the procurement against the apprentice regulations, cf. §7 of the Procurement Act, and concluded that there are no requirements for apprentices in this procurement as it is considered disproportionate, because there is a need for specialized competence that an apprentice cannot be expected to possess, cf. the Apprenticeship Regulations §6(4)
