• Central Internet reception and DDos protection PURPOSE AND NEED PURPOSE Norsk Tipping wishes to enter into an agreement with a supplier for the delivery of high-performance internet reception and related security services. NEEDS TO BE COVERED Norsk Tipping currently has a high-performance internet reception with infrastructure provided by both Telia and Telenor. The agreement with Telenor expires in 2026, and the procurement is therefore put out to tender again. Norsk Tipping must still have a minimum of two independent suppliers with independent infrastructure. In this competition, it is Telenor's lines and infrastructure that are put up for competition. This means that the agreement with Telia/Eidsiva Digital is planned to be subject to competition in 2027. Norsk Tipping AS (AS202230) currently has the status of LIR (Local Internet Registry) and has its own official IP addresses for both IPv4 and IPv6. The primary need includes the delivery of internet transit with close to 100% uptime, with two accesses in two routing paths and a capacity of up to 100 Gbps per access. Flexibility linked to capacity needs and full control over the entire supply chain - especially in the backbone - is a key requirement. Professional DDoS protection must be included as part of the service to ensure stability and operational reliability. Mitigation must be able to be carried out upstream i the supplier's network, before the traffic reaches Norsk Tipping's access lines, to ensure almost 100% availability and sufficient capacity during attacks.
