Background: Through its programmes, NRC provides assistance, protection, and concrete solutions to meet immediate humanitarian needs, prevent further displacement and contribute to durable solutions. Through protection-sensitive and proactive programming, protection-focused policy engagement, strong and principled advocacy, and a commitment to partnership and coordination, NRC seeks to reduce or prevent threats to the safety, dignity, and well-being of displacement-affected populations, to reduce their vulnerability to such threats, and to strengthen their self-protection capacities, in all phases of displacement. In 2018, the global protection team started to define their standalone protection component, which resulted in a protection road map that has been the main global guidance up to the 2022-2025 strategy. As part of this global protection roadmap, the AELA region is progressing with its standalone protection strategy and programme, with four countries in the region with standalone protection, and a fifth with a light touch footprint and exploring safe for more programming. As part of this strategy, Colombia, North Central America and Afghanistan are pursuing protection case management as part of their portfolio. To ensure complementarity and avoid duplicating resources, the three countries have decided to collectively work on a regional protection case management initiative, that will create standardised resources, tools, dashboards, and procedures for case management in the region. This initiative will take form through two consultants, one whom will focus on the primary programme and resource development (consultant 1) and the other on developing a complementary M&E system and framework for case management. Both positions will include elements of training and staff capacity building. Consultant 1 will be responsible for technically developing the NRC Protection Case Management system for Afghanistan, Colombia and North Central America, and the design of any guidance notes, Standard Operating Procedures (SOPs), tools, resources, and training materials that will be needed for programme implementation. All tools that are developed will, in addition, need to be contextualized and translated for each country operation. This includes contextualizing the system to cover mixed migration flows between Colombia, Ecuador, Peru and potentially countries in NCA. After the resources have been designed, the consultant will lead the in-country training to staff on implementation and utilization of the resources. The consultant will also be expected to utilise CORE as the online digital database that will be used for the programmes, and to contextualize these to each country context. The consultant will be expected to utilise as much existing material and resources, both internal and external, as possible in the development of the programme, to avoid reinventing the wheel. Objectives: The main objectives for the consultancy include: • Develop the NRC AELA regional countries (Afghanistan, Colombia, North Central America) protection case management programmes 2. Key activities: The key activities for the consultancy will include: • Desk review of existing internal NRC materials relating to case management (ICLA, CORE beneficiary database, etc.) and external resources (IRC + UNHCRs case management resource), including complementary data management systems relating to GBVIMS and CPIMS. • As a result of desk review of existing material, design NRC Protection-s case management programme for Afghanistan, Colombia and North Central America, including the creation of associated tools in coordination with Technical Working Group: o Tools include: 1. Case Management SOPs and guidance notes, including topics on guiding principles, procedures, case documentation and supervision of case management teams 2. Case Management forms to support the process (consent for release of information, intake assessment form, case forms, action plan, guidance note on the role of a case worker) 3. Reformulation and contextualization of NRC internal information database for protection case management 4. Referral SOPs and referral forms within the case management system • Referral guidance note on the intersection between referrals in safe programming and referrals in case management 5. Inclusion and contextualization (if needed) of NRC existing Informed consent guidelines 6. Contextualized ISP for in country teams and Implementing Partners (Ips) 7. Guidance notes and Memorandum of Understanding (MOUs) on case management for IPs • Design and implement a Case Management training plan for project and IP partner staff for each country operation; o Checklist for on-the-job assessment of knowledge and practice o Case management training resources o Travel permitting, deliver up to 10 days face to face training, per country • Guidance note on confidential and safe data collection in line with internationally recognized best practices and NRCs Data Protection Policy; • Adhere to GBV and CP minimum standards for GBV and CP mainstreaming • Inclusion guidelines for case management • Adhere to NRCs Code of Conduct, as well as Child Protection Policy and PSEA policy 3. Main deliverables: • Deliverable 1: Protection Case Management Package - SOPs, tools, forms, referral SOPs, referral guidelines, ISP, draft MOUs • Deliverable 2: Protection Case Management Training Toolkit - contextualised training tools to support them in delivering Deliverable 1 (including PFA, confidentiality, do no harm, safe referrals, • Deliverable 3: Training - In-country training with case management staff (training for NCA is to be determined based on funding) 4. Payment Terms • The payment for the consultancy service will be implemented through the NRC Head Office in Oslo in USD by bank transfer within 10 working days after submission of all required documents and deliverables by the evaluator(s). • The international consultant(s) are responsible for all taxable income in their home country. 6. Required competencies: • Relevant post graduate degree • At least 5 years of proven professional experience in humanitarian-development sector; at least 3 of which should be overseas in protection. • Prior experience working with NRC and understanding of NRC strategic processes is an advantage • Experience in Protection Case Management • Experience from working in complex and volatile contexts in a humanitarian context • Strong experience in protection referral systems set-up and follow-up • Knowledge about own leadership skills/profile • Professional competency in English and Spanish, both written and verbal 7.
