• Consulting services - new planning documents and KU for golf course Sørvik/Halsebø. Background Harstad municipality is to prepare a new updated planning proposal for the Sørvik/Halsebø golf complex. Previous planning decision of 31/03/2022 was revoked by the State Administrator, and the municipality must therefore carry out a new planning process that results in a legally sustainable planning proposal in line with the Planning and Building Act. The new planning proposal must be based on an updated knowledge base, including field and ground investigations carried out in 2025, as well as answering comments, complaints and assessments that appeared in connection with the public inspection, final processing and appeals processing of the canceled plan, including the State Administrator's reports. In addition, the obligation to consult according to the Sami Act must be taken care of, as Sami interests have notified that they will use the right of consultation. The purpose of the procurement is to add the necessary planning and assessment professional capacity and expertise to prepare complete, verifiable planning documents and impact assessments that can be submitted out for public inspection and later processed for decision. Description of the assignment The assignment includes consulting assistance to prepare a complete planning package for a new updated planning proposal for the Sørvik/Halsebø golf facility, including key planning documents and substrate analyses. The delivery must be comprehensive, consistent and adapted to the requirements for planning processing according to the Planning and Building Act.
