Description:
Tenders are invited for Development of NRC Policy on Interactions with “High-Risk Groups” NRC is committed to acting in a manner consistent with international humanitarian law, international human rights law and international refugee law. NRC works in many challenging operational contexts, where it may encounter individuals or entities that are subject to unilateral or multilateral sanctions and/or terrorist designations, or where other legal restrictions exist that may prohibit or prevent dealings with such individuals or entities. Donors may also impose similar requirements in their grant agreements. The consequences of non-compliance with the various legal frameworks related to these “high-risk groups” can be very serious, but the humanitarian imperative inherent to NRC-s mandate often requires interaction with these individuals or entities to deliver assistance to communities that live in the area they control. The organisation requires clear guidance on the parameters of any such interaction and on the risks involved in these interactions, and NRC-s current policy guidance, which focuses on “counter-terrorism” compliance, is not sufficiently clear or comprehensive.
