Effects of amendments to the Rent Protection Act
The purpose of the assignment is to get a systematic assessment of the most likely effects of changing the Rent Act on rental price determination, as a basis for assessing possible legislative changes. The assessments shall be based on the majority proposal from the Rent Law Committee to allow adjustment to market rent every three years in ongoing rental conditions. The assessments should be compared with the current situation (see Appendix 1 point on the background for a description of the current situation) and with a situation where the rent can only be regulated with the consumer price index in all current leases, which were the minority's proposal in the Rent's Law Committee. An assessment will also be made of the consequences of adjustment to market rent every five years. For simplicity, the contractor may assume that "market rent" in this context is defined in the same way as section 4-1 of the current in the Rent Act. The contractor should also ensure that the majority proposed to increase the minimum time for timed leases to five years.
