Short description: The purpose of the procurement is to give the Ministry Better basis for further follow-up of Investinor and the use of industry policy instruments aimed at capital access for companies in the early stages. The evaluation shall provide a comprehensive assessment of the company's various mandates and roles, individually and as a whole, including the efforts aimed at different phases and cooperation with and the interface against other players in the policy instrument. It is an overall question whether Investinor's business is suitable to improve capital access In the market for early phase capital for Norwegian companies. To the extent that the situation described by the Capital Access Committee has persisted and indicates market failure, the evaluation should take a position on how large the failure is.
