- Evaluation of the Panorama strategy The Ministry of Education wants an evaluation of the Panorama Strategy - the government's strategy for research and higher education cooperation with Brazil, Canada, India, Japan, China, Russia, South Africa, South Korea and the USA (2021-2027). Attention is drawn to the fact that Russia is no longer covered by the strategy or instruments under it, in line with Norway's adherence to international sanctions regimes after the invasion of Ukraine in February 2022. The purpose of the evaluation is to gain more knowledge about whether the Panorama Strategy (2021-2027) has contributed to - a more comprehensive, long-term and targeted higher education and research collaboration with the strategy countries - increased quality and relevance in Norwegian higher education, research and innovation through internationalisation, and in connection with business cooperation. The evaluation must also assess the strategy in the light of geopolitical developments and how the strategy works under the current framework conditions, with reference to Meld. St. 14 (2024-2025) Sure knowledge in an uncertain world. The government will assess the framework for Norwegian research and higher education cooperation based, among other things, on findings from the evaluation. A possible revision will only become relevant if the strategy is renewed for another period. Finally delivery deadline for the agreement is 10.12.2026. Estimated value for the acquisition is from NOK 1,500,000 excl. VAT to NOK 2,000,000 excl. VAT
