- Finnmark County shall hold competitions for the operation of the express boats in the county. The Contracting Authority announces the tender packages as six sub competitions. Tenders can be submitted for one or more tender packages. Tenderers who submit a tender for all six tender packages can, in addition, submit a combined and pre-requisite price discounted tender offer on all the tender packages as a whole. A combined tender shall be submitted with the completed price forms per. tender package. If a combined tender overall fulfils the award criteria best, the contracting authority will award a combined contract to one tenderer, even if the tenderer has not submitted the best tender in each sub-competition, cf. the procurement regulations § 19-4 fifth paragraph.
