  • Tenders are invited for External Evaluation of Lake Chad Localisation and Capacity Building Project. NORCAP: External evaluation of Lake Chad Localisation and Capacity Building Project Published 14. Apr 2021 Expert deployment NORCAP NORCAP calls for expressions of interest for conducting an external evaluation of their Lake Chad Localisation and Capacity Building Project. The terms of reference (TOR) are attached. Purpose of the evaluation The main purpose of this evaluation is to document achievements and provide recommendations for how to improve impact of NORCAP-s engagement in localisation in the Lake Chad Basin. The Lake Chad Localisation and Capacity Building Project Since 2018, NORCAP has been working on capacity strengthening and localisation in the Lake Chad Basin. Through this project, NORCAP translates the Grand Bargain commitments on localisation. Realising ambitions of localisation requires a shift in the humanitarian system to allow local and national actors to have more voice when designing, implementing and evaluating humanitarian response. In the Lake Chad region, NORCAP works in two ways, to address issues on both sides of this paradigm: 1. Capacitation of local actors through hands on capacity development initiatives focused on organisational development of local CSO-s coupled with training and mentoring. 2. Increasingly, the project is working to create mechanisms and influencing opinions to reduce or remove barriers to facilitate access, coordination and partnerships with local / national NGOS in the wider humanitarian/development system, and promote inclusion and support. The project places organisational development experts (currently nine), hosted by strategic UN partner agencies (WFP; UNDP; UNWOMEN) across three countries in the Lake Chad Basin. Time frame The assignment is expected to take 25 working days. This is anticipated to be undertaken between mid-May - mid August 2021. We build partnerships with international organisations and national actors to protect lives, rights and livelihoods. NORCAP provides expert personnel and collaborates with international organisations and national partners to identify capacity needs and establish common goals and programmes. NORCAP-s experience demonstrates the importance of inclusive solutions, including both local and national civil society participation, to achieve sustainable results in humanitarian and development interventions, alongside peace building and stabilisation. NORCAP-s ultimate goal is to enable our partners to protect lives, rights and livelihoods of affected populations and strengthen their resilience before, during and after crisis. To this end, NORCAP seeks to enhance the capacity of the United Nations system, regional organisations, national and local actors, in all stages of crisis, from prevention, preparedness and response to early recovery, peacebuilding, sustainable development, | LAKE CHAD BASIN LOCALISATION & CAPACITY BULDING PROJECT EVALUATION TOR | APRIL 2021 | PAGE 2 OF 11 human rights and democratic governance. Specifically, NORCAP-s contribution to this overall goal is ensured through: • providing experts to strengthen and develop partner capacity, i.e. their ability to perform functions, solve problems, and achieve objectives; • developing strategic partnerships, i.e. formalised agreements with other organisations and actors to build on our respective strengths and expertise to reach common goals; and • advocating for more effective ways of working within and across the humanitarian, development, and peace sectors, through strategic engagement in inter-agency policy for a and communities of practice. 1.2 NORCAP-S Lake Chad Capacity Building Project Civil society participation in the Lake Chad Basin to address a triple nexus context remains a challenge due to weak positions and limited structural opportunities for engagement and influencing governmental agenda. This creates a vicious circle in which programmes are not based on first-hand information, and affected communities- needs are not effectively met, perpetuating needs. Furthermore, local ownership and participation in decision making and Accountability to Affected Populations (AAP) is deficient. NORCAP-s Lake Chad Capacity Building Project originated from The Oslo Humanitarian Conference on Nigeria and the Lake Chad Region co-hosted by Germany, Nigeria, Norway and OCHA in Oslo in February 2017. Through this project, NORCAP translates the Grand Bargain commitments on localisation. The project works in partnership with two main categories: A. Local civil society organisations, including networks at local, national and regional level. B. UN agencies hosting project experts: UNDP, WFP and UNWOMEN. NORCAP does not maintain an office in any of the countries; all experts are hosted by UN agencies. Management of the project is undertaken from NORCAP Head Office in Oslo, Norway. | LAKE CHAD BASIN LOCALISATION & CAPACITY BULDING PROJECT EVALUATION TOR | APRIL 2021 | PAGE 3 OF 11 1.3 NORCAP-s intervention specific to the evaluation Since 2018, NORCAP has been deploying experts into UN partner agencies to work on localisation and capacity building. Initially these were in Chad and Niger, hosted by WFP. This has since expanded to Nigeria, as well as with UNDP and UNWOMEN. The project initially focused on capacity strengthening of CSOs and networks, but has adapted to also seeking to address other barriers that stand in the way of effective involvement of local and national partners in humanitarian response and decision-making processes. Accountability to Affected Populations/Community Engagement and Accountability and Gender Based Violence /gender programming has also been incorporated as project priorities in addition to the original organisational development themes. The ambition was that by the end of 2021 there would be four organisational development experts, for the four areas of focus / capacity building, in four countries- to include Cameroon. The overall project timeframe consists: ➢ May - October 2017: Initial scoping and consultations ➢ 2018: Pilot deployments ➢ December 2018 / January 2019: Stocktaking / initial internal review ➢ January 2019 - December 2019: Consolidation in Chad and Niger ➢ January 2020 - February 2021: Phased expansion, thematically (AAP / CEA), geographically (to Nigeria) and with dual support to UN localisation activities. Further project design developments including a revision of the theory of change and results framework. 14-15 experts have been deployed under the project, and at present there are nine experts supporting three countries (Chad, Niger, Nigeria). Most experts are in country; one is home based (Paris) and one is regionally based (Dakar). The experts are specialised in one, or more, of the following: a) Organisational development; b) Monitoring and Evaluation; c) Financial management; d) Gender mainstreaming. Intervention Summary in 2021: | LAKE CHAD BASIN LOCALISATION & CAPACITY BULDING PROJECT EVALUATION TOR | APRIL 2021 | PAGE 4 OF 11 In order to specifically address Grand Bargain commitments in regard to localisation, NORCAP-s experts undertake the following as part of their remit: ➢ Capacity development through Organisational Development; ➢ Reducing Barriers and administrative burden for local and national organisations; ➢ Increase participation, voice and/or agency of local or national organisations in coordination mechanisms; supporting CSO/NGO networks ➢ Supporting access to funding for local and/or national organisations towards the 25% global target. The overall approach is adaptive to country context in terms of focus of support, recognising differences in needs, gaps and entry points. In Niger, there is exclusive focus on local CSO capacity assessment and development.
