• Framework agreement for consultancy services within strategy, legal work and analyses_MoR The Norwegian Public Roads Administration, the Authority and regulations (hereafter referred to as the Client) wish to enter into a framework agreement for the purchase of consultancy services for 3 areas; strategic consulting, legislation and regulatory drafting, as well as analyzes and measurements. We wish to enter into an agreement with up to two suppliers per sub-contract and each individual supplier can make an offer for one or more sub-areas. Authority and regulations (MoR) is the Road Directorate's professional and authority body. The unit is responsible for developing regulations, carrying out inspections and technical approvals, providing professional advice to the road director and overseeing complaints processing in accordance with the Administration Act for decisions made in the divisions of the Norwegian Road Administration. Authority and regulations has the authority role for all road authorities. The mission is affected by several developments in society, including: • Changed geopolitical situation and increased focus on security and preparedness. • Emergence of new technology and opportunities related to digitalisation, automation and artificial intelligence. • Increasing demands for efficiency, quality and user-friendliness in public administration. To meet these changes, the Authority and the regulations have established a new strategy for the period 2025-2030.
