The competition is carried out as a collaboration and four contractual relationships are established, one for each municipality. The agreement mainly applies to the municipalities' municipal technical departments and to Sandnes municipality's propertydepartment. The other municipalities' property departments can use the agreement, but are not obliged to do so.
