Framework Agreement Legal Services
Enova depends on good knowledge of climate and energy policy and regulatory development both nationally and internationally. In particular, we depend on solid expertise in EU/ EEA law. Enova's support schemes mainly fall under the provisions of the EEA Agreement on state aid. When awarding state aid, a number of legal issues arise that require knowledge in several legal disciplines, both state aid law, company law and contract law. As a state enterprise Enova must also adhere to a number of public law rules, especially related to general administrative law, document and information management, privacy, procurement regulations and rules on financial management in the state. This comes in addition to other regulations that apply to businesses that Enova, including the Working Environment Act, Act on state enterprises, etc. The purpose of the procurement is to enter into a framework agreement for the delivery of legal services. The acquisition is divided into two sub-areas: Sub-area 1) State aid with affiliated areas, with special emphasis on the climate and energy area and sub-area 2) General legal assistance The supplier can provide offers in either one or both sub -areas.
