- Framework agreement - Project and construction management for a new regional treatment plant in the Drammen region The municipalities of Drammen, Lier and Asker all have treatment plants which, as of today, do not meet the requirements set by the State Administrator in the discharge permits. In addition, it is notified tightening of cleaning requirements from the EU through the establishment of a new sewage directive. Although the directive has not yet been adopted, the Norwegian Environment Agency/State Administrator has already introduced a significant tightening of cleaning requirements. The reason for this is the poor condition to the Oslofjord. In 2020 - 2022, a concept selection study (KVU) was carried out. The concept selection investigation included both alternative solutions for treatment plants and necessary transmission lines for the alternative concept options. Based on recommendations from KVU, a similar decision was made in the municipal councils of Drammen, Lier and Asker municipality (February/March 2023) that the concept of a regional treatment plant in Nordbykollen should be further investigated in a pre-project phase. The preliminary project and external quality assurance of this for the treatment plant has been carried out in the period 4th quarter 2023 up to and including 4th quarter 2025. Preparation of the zoning plan has proceeded in parallel with the preliminary project.
