• Framework agreement on services within financial analysis and consultancy
  The advisory services are mainly to support the administration of the government's agreements on the purchase of domestic flight routes (FOT routes), Kystruten Bergen Kirkene's delivery services and newspaper distribution, but can also be used in other areas within the section's or department's area of ​​responsibility. The main purpose of the framework agreement is to ensure that the ministry has access to relevant financial expertise that can support an efficient and appropriate management of the purchase agreements, in line with current regulations for public procurement and state aid. The deliveries must be able to include socio-economic and business economic assessments, with particular emphasis on benefit-cost analyses, user effects, environmental effects and the role of transport services in the comprehensive transport system. The assistance can include, among other things, analyzes of current agreements and reporting, socio-economic studies, business and financial economic assessments, market and competition conditions, assessment of environmental requirements and technological changes, as well as support for procurement processes and contract follow-up. As far as possible, the supplier must quantify impacts and provide clear professional recommendations. The framework agreement is entered into for a period of 2 years from the signing of the contract, with the option to extend one year at a time for up to 2 years.
