• Incorporation of offshore ships into MRV and the EU's climate quota system Construction activity has been covered by the ETS since 2005 (2008 in Norway) and maritime transport since 2024. Ships that carry out construction activity on petroleum fields have either themselves met the capacity limit and have been considered as a facility, or the ship has been assessed as part of a larger facility in line with the facility definition. Some ships are therefore the plant's only unit, others are one of several units in a plant. Responsible operator (facility operator) for the ship's plant activity has been the field operator. Some of the ships that the Norwegian Environment Agency has considered as facilities will be covered by the definition of maritime transport activity, especially when offshore ships are included in the ETS from 2027. The Norwegian Environment Agency has mapped some possible challenges in the regulations related to ships that can be categorized as both maritime transport and construction. In the assignment, we want an explanation and assessment of these issues. At the same time, we ask that an assessment be made as to whether there is further issues The Norwegian Environment Agency should be aware of for the further management of ETS for ships operating in offshore fields. If that is the case, we ask for an explanation of these. In the answer, we want the contractor to make visible what they add reason as a stationary activity for a ship.
