Description:
ICT Agder wishes to extend the existing Enterprise License Agreement (ELA) with Geodata AS for three new years, from December 2024. The agreement involves an overall GIS platform that includes the use of ArcGIS software from ESRI, including Geocortex Web from VertiGIS and FME from Safe Software. Arendal, Grimstad and Froland municipalities constitute a geodata cooperation in ICT Agder, with Arendal as the host municipality. The users in the cooperation have high requirements for good GIS systems and a good GIS structure has been invested to fulfil these. Over time, the geodata cooperation has acquired competence by using software from ESRI. This means that it has been possible to develop our services and systems based on ESRI technology, thus facilitating tailor made tools for the users in ArcGIS and the Geocortex Web. There is a need to take care of this. The contracting authority has assessed the need to fall under the procurement regulations - § 13-4 b) point 3. Terms for procurements without a competition point, services that only a particular supplier can deliver because the tenderer has the sole right, including intellectual property rights. The ArcGIS software is only delivered by Geodata AS in Norway. This is an intention notice with a 10 day deadline.
