Description:
The Norwegian Environment Agency intends to enter into a contract with the Norwegian Institute for Natural Research (NINA) for updating of the Nature Index 2025. The contract includes professional and administrative work for updating the Nature Index 2025, including planning, necessary development of indicators, updating indicators, report writing and communication in connection with launch. NINA is the project manager responsibility for the project, but the project also includes contributions from NIBIO, BirdLife Norge and NIVA, who are, among other things, responsible for different main eco systems in the natural index trade group, and who shall contribute to updating indicators and writing reports. A tender contest will not be held because updating of a nature index is done in a form determined by the Norwegian Parliament and it is not an assignment where real competition is possible. Among other things, it is decided that the established trade group for a nature index shall be used, and there is a large established rig, with website, systems for data flow, indicator managers etc., operated by NINA. NINA is the only supplier who can carry out the scheme in this way. This is an intention notice in accordance with the public procurement regulations § 21-5 and § 25-3 with a 10 day deadline and the contracting authority will not enter into a contract until at the earliest 10 days after this notice is published on Doffin/TED.
