• Investigation into regulation of the streaming market in the Book Act The investigation must: - assess what consequences it will have if providers of streaming services for audiobooks are covered by the prohibition against discrimination regulated in Section 11 of the Book Act. The investigator must describe the assumed business and financial consequences for the relevant actors in the book industry, including streaming services, publishers, authors and end customers. The consequences must be assessed in light of the Book Act's purpose provision, cf. Book Act § 1. Investigator must, as a minimum, consult the Publishers' Association and streaming services for audiobooks, but should, in order to get a comprehensive description of the situation, also consider consulting other key players in the industry, or their representatives. The investigation must also: - consider alternative ways of regulating the streaming market in order to achieve the objectives of the Books Act, including whether the fixed price regulation can and should be adapted for the streaming of audiobooks in streaming services. - survey the need for an industry-driven dispute resolution scheme. One possibly The dispute resolution body shall not take a position on matters concerning consumers and shall neither be organized nor financed by the public sector. Estimated value for the acquisition is from NOK. NOK 500,000 ex. VAT to NOK NOK 700,000 ex. VAT Deadline for delivery of the report is 31 July 2026.
