Investigation of the use and joint use of care allowance, assistance benefit and municipal care benefit
The assignment is an investigation into the use and joint use of the three schemes: care allowance for sick children, child support allowance and municipal care allowance when the person receiving the care is under 18 years of age. There has been a significant increase in expenditure in recent years for care allowance in particular, but also for assistance allowance. There is a need to see the family and the family's overall arrangements from the public sector as one. There is a need for more detailed knowledge about who uses these three arrangements, how they are used and to what extent several of the arrangements are used at the same time for the same care situation (overlapping use). The assignment must provide an assessment of the scheme's purpose and appropriateness, development over time, administration/case management, as well as assessments related to employment. The investigation must also include proposals for alternative arrangements for the schemes linked to children in need of care that can provide a more accurate system, and proposals that can reduce the growth in the use of such schemes.
