- Knowledge base about Enova's contribution to lasting market changes in selected markets Enova's main mission is to manage the Climate and Energy Fund on behalf of the state. The funds in the fund are mainly used as grants for projects in businesses and at private persons. The grant schemes are designed as temporary financial instruments that will help to achieve Enova's and the Climate and Energy Fund's goals. The purpose of the acquisition is to strengthen Enova's empirical and analytical knowledge base on how Enova's efforts over time have contributed to, and facilitated, lasting market changes within the climate and energy transition. We understand permanent market changes as changes in supply or demand for goods and services. The changes become permanent when the actors in the economy prefers solutions with a higher perceived benefit than traditional solutions. The assignment is structured in three parts. Part 1 shall establish an appropriate methodological and analytical framework to shed light on Enova's contribution to lasting market changes in selected markets. Part 2 will apply the framework to the development of a selection of analytical case descriptions that illuminate how Enova's efforts over time have formed part of and contributed to lasting market changes in the transition to the low-emission society. Part 3 will discuss how the methods and insights from parts 1 and 2 can be used and communicated in different contexts and to different target groups.
