Leadership development program
Bergen municipality, Etat for skole, wants assistance for leadership development that promotes service quality in schools. Etat for skole is an agency in Bergen municipality, which started in autumn 2019. The agency is a local school authority, and is responsible for the operation and follow-up of the 81 municipal schools. The units are divided into four city areas, and each of the city areas is led by an area manager. It is an overarching objective that all schools in Bergen should achieve consistently good learning results, deliver high quality education and that the students should experience a good learning environment. It must be professional community that maintains high quality in all schools. In this connection, the management groups must have precise knowledge of their own school, have the competence to build the necessary capacity in their own organisation, and be able to introduce relevant measures and objectives to increase the pupils' learning. The aim of the process for which assistance is requested to develop management practice and leadership in the school's management groups and in the budget for the school's management group, prepare a system for assessment and self-evaluation of the schools, and support the management groups in implementing this system in the Bergen school. The assignment is based on experiences with the current quality development plan and measurement of results in national assessment systems.
