- Legal assessments in work with the new Act on non-profit welfare actors The purpose of the assignment is to obtain assistance for legal assessments in the ongoing work with a new law on the registration of non-profit welfare actors. The legislation is based on a proposal from The Støstad committee's report NOU 2024: 1 Definition and registration of non-profit welfare actors. There is a particular need for assessments of proposals for a definition and a registration solution with various devices in light of EU and EEA legal requirements, and with particular emphasis on the Procurement Directive and the Services Directive. The assignment must result in a memorandum that discusses the above-mentioned issues. Furthermore, there is a need for legal advice for the ministry's work with a consultation note and the design of a concrete legislative proposal. Final delivery deadline for the assignment is 14 August 2026. Estimated value for the acquisition is from NOK 1 million. excl. VAT to NOK 2 million. excl. VAT The estimate is not binding on the client. Within this framework, the client wants an option on a additional assignment of up to NOK. 1,000,000 excl. VAT The delivery deadline in the event of an option being exercised is 1 December 2026. The additional assignment will deal with further legal assistance following the public hearing of the bill.
