- The aim of the assignment is to get assistance with legal assessments in the ongoing work on a new law on registration of ideal welfare actors. The legislation is based on a proposal from the Støstad committee ́s review NOU 2024: 1 Definition and registration of ideal welfare actors. Assessments are particularly needed of proposals for a definition and a registration system with different devices in light of EU and EEA legal requirements, with particular emphasis on the procurement directive and the service directive. The assignment shall result in a note discussing the above mentioned problems. Furthermore, there is a need for legal advice for the Ministry ́s work on a hearing note and the design of a concrete bill. The final delivery deadline for the assignment is 14 August 2026. The estimated value of the procurement is from NOK 1,000,000,000. excluding VAT to NOK 2,000,000,000. Excluding VAT. The estimated value is not binding for the contracting authority. Within this framework, the contracting authority would like an option for an additional assignment of up to NOK 200,000 excluding VAT. NOK 1,000,000 excluding VAT. The delivery deadline for any triggering of the option is 1 December 2026. The additional assignment will deal with further legal assistance after the public hearing of the bill. See annex 1 of the contract for further details on the delivery.
