- Regional procurements in the Kongsvinger region (RIIK) would like to enter into framework agreement on legal consultancy services on behalf of the following municipalities and IKS: - Eidskog municipality- Grue municipality, Kongsvinger municipality- Nord-Odal municipality- Sør-Odal municipality- Våler municipality- Åsnes kommune- Glåmdal fire brigade IKS - Glåmdal intermunicipal water and sewage company IKS - Solør Renovasjon IKS Framework agreement shall include legal consultancy services within most of the legal areas municipalities/IKS can need assistance. Legal areas/services not included in the contract are listed below. The assignment includes, among other things, consultancy and guidance, preparation of legal notes and assessments, quality assurance, assistance in negotiations, training/courses, process clerk etc., the customers are free to engage another law firm for cases that come under the provisions on exemptions from the procurement law and regulations, c.f. the Public Procurement Regulations § 2-4.d (i.a. representation in a case), i.a. based on the desired competence/experience in the concrete case. Customers can, however, make call-offs from the framework agreement supplier for such cases as well. The following areas/services are not included in the framework agreement: Notification reception, including receipt of signals, initial assessment of whether the notification is justifiable and forwarding to the municipality (separate contract area).
