- Market dialogue - framework agreement on payment and account maintenance services The Directorate for Administration and Financial Management (DFØ), subordinate to the Ministry of Finance, manages the central government's group account scheme and enters into framework agreements for payment and account-keeping services for state enterprises. The group account arrangement means that all government liquidity is consolidated daily in the government's current account at Norges Bank. Banks that enter into a framework agreement must therefore have an agreement with Norges Bank and be able to adapt their systems to the scheme. DFØ has in today parallel framework agreements with two banks. These agreements expire on 10 May 2027, and the last option is not planned to be used. New framework agreements must therefore be entered into for payment and account maintenance services. In this announcement, a value estimate is given for the frame, but this estimate does not include the value of currency exchanges. The real financial framework for the procurement will therefore be higher than what appears from the value estimate in the tender documents. To ensure a good and accurate competition basis DFØ wants dialogue with the market ahead of the call for tenders, and therefore invites relevant suppliers to dialogue meetings.
