Description:
KS-Digitale Fellesjenester AS (KS-DIF) today offers the service KS Læring (KS Learning); an LMS platform that enables the creation and sharing of courses and events for municipalities and county councils in Norway. KS Læring plays an important role in supporting municipalities and county councils in their responsibility to facilitate the development of their employees' skills. Today's KS Læring is built on the free version of Moodle, which is a learning system based on open source code. It consists of a large number of special adaptations, which make the maintenance work demanding, in addition to the fact that the course platform has become less user-friendly and flexible. The service is actively used by over 200 municipalities, 2 county municipalities, and several government actors (hereinafter also called 'customer'). In total, there are approx. 500,000 users on the platform. Appendix 6 provides an account of the number of logins and activity during 1 year. The project "Modernisation of KS Læring" aims to offer a more user-friendly and up-to-date skills development portal for municipalities/county municipalities in Norway. In the autumn of 2023, insight work was carried out which mapped how the customers and users experience the existing solution and what needs they have for KS Læring in the future.
