Description:
Helse Stavanger HF intends to enter into a purchase agreement with Kebomed AS for 1 pc. TEM rack and operating rectoscope, option for additional equipment, service course and service agreement for different service levels, as well as a framework agreement on equipment-dependent consumables. 3D optics for TEM is essential to be able toperform local resections of rectal tumors accurately and in the correct layer. 3D makes handling the instruments in a limited space much easier e.g. also in comparison with standard laparoscopy. The use of 3D is therefore also essential to keep the learning curve when training new surgeons as short as possibleig. Kebomed AS is a supplier of a TEM rack that has 3D optics. The client does not know of any other suppliers of a TEM rack that has 3D optics. A competition cannot be arranged because it is "impossible for technical reasons", cf. procurement regulations § 13-4 letter b no. 2.
