- New knowledge about the influence of land management on climate change and loss of nature leads to the need for new practices and new solutions for land planning. When new development is to a greater extent be done through densification and reuse of already built -up areas, in many cases the complexity and difficulty of planning also go up. Increased degree of densification, transformation and reuse challenge both practice and regulations. The shift to a more sustainable and circular use of the areas affects how to work with both regional plans, municipal plans, zoning plans and construction matters, and affect both municipalities, landowners, developers and individuals. The Planning and Building Act to ensure more efficient utilization of built-up areas and existing buildings through densification, reuse and transformation. The assignment will, among other things, clarify the legal room for action, planning tools and opportunities in the planning processes to ensure densification, reuse and transformation of land and buildings that are not covered by formal protection.
