Procurement of ERP solutions to M0re og Romsdal and Nordland county municipalities - Competition with negotiation after prior notice, two steps
The acquisition is carried out as a Joint competition, but separate offers must be provided to each county municipality. The offers are evaluated separately, and two independent contracts are entered into. The procedure used is competition with negotiations under prior notice, cf. Regulations on Public Procurement (FOA) §§ 13-1, 13-2, 23-7 and 23-11. It is planned to invite 3-5 qualified suppliers to offer and participate in negotiations. If fewer than five are qualified, the competition is carried out with the qualified. If more than five are qualified, the selection of suppliers to provide offers will be made based on selection criteria. The client reserves the right to award a contract on the basis of first offers among those invited to provide offers. The solutions must be cloud -based and cover the areas of finances, accounting, procurement, salaries and HR. Emphasis is placed on ease of use, automation, good Decision support and a high degree of security and compliance with current regulations. Implementation will take place during 2026, with the goal of ordinary operations from the financial year 2027.
