- Qualification phase - IK-EES 2025-076 Acquisition of a new HR solution
The new solution will replace the HR functions in the current HR and payroll system (UNIT4 ERP/UBW HR, WebCruiter and Dossier). The solution will cover the municipality's needs within the following main processes and functional areas: Recruitment. Phase-in before and after accession and phasing out. Basic data HR and employment. Personnel administration, employment conditions, absence and vacation, variable salary and remuneration, document management and document archive, distribution and signing, organizational structure, roles and access. Competence. Competence retention, competence development and follow-up, competence management and analysis. Employee follow-up. Conversation support, sick leave follow-up, attendance work, feedback, heart rate measurements and examinations. Wage negotiation and strike. Role-based workspace/portal. Reporting and analysis. Integrations and exchange of data between different solutions. The agreement covers introduction and facilitation, including training, data conversion and establishment of integrations, as well as operation/administration, user support and further development. A system change involves a great opportunity for Bergen municipality to acquire and introduce a modern HR solution, which not only covers basic functionality, but which simplifies the everyday working life of employees, managers and professional resources.
