• Review of the postponement of double tracks towards Hamar and learning across large investment projects The Ministry of Transport refers to the delay linked to the Sørli-Åkersvika project and possibly consequences for the development of Hamar station. The ministry will as a follow-up to this, conduct an external review with the main purpose of identifying learning points. The review consists of two parts, but is delivered together. The first part will survey and evaluate decision-making processes and related information flow the delay of the Sørli-Åkersvika project and possibly consequences for the development of Hamar station. The review must: • Assess whether the decision-making and agreement process, as well as the flow of information, has been in line with current guidelines, agreements, agreed processes and management system, both internally in Bane NOR, between Bane NOR and the Directorate of Railways and internally in the Directorate of Railways • Assess whether there is a need to adjust the guidelines and the management system and/or implement measures to ensure better compliance in Bane NOR and the Norwegian Railway Directorate • Identify learning points The second part will evaluate whether Bane NOR's internal management systems (incl. project model) are sufficient to ensure control of costs, risks and progress in large development projects. The review will focus on the following three cases - development of the Dovrebanen, Trønderbanen and Vestfoldbanen.
