Description:
The reason for the market dialogue is that the amended public procurement regulations § 7-9 came into force 01.01.2024. The amended regulations require that the contracting authority take climate and environmental considerations, preferably through 30% emphasis on climate and environment in the award criteria, alternatively through requirements in the requirement specifications if this gives a better climate and environmental effect. The contracting authority has assessed that the climate and environmental effect of the requirements will be greater than weighting in these contracts. The contracting authority will, with this market dialogue, examine what the market can offer for climate and environmentally friendly systems in operational contracts and what level the requirements ought to be laid on. Furthermore, we would like to clarify if there are elements within climate and environment that tenderers can compete on. The contracting authority has gone through previous contracts before the market dialogue to identify measures that have already been implemented, adjusted some of the measures and implemented further measures. See the attached documents for a further description of the measures, requirements and questions that are to be answered. Answers must be submitted by 22 May 2024 so that the contracting authority can take these into account when designing competition documents for the first tender contests.
