- Nordre Follo municipality (NFK) would like to carry out a market survey. The aim of this market survey is to map the supplier market for laundry services with the aim of a possible competitive tendering of the municipality ́s existing services. The survey shall provide insight into: The number and type of suppliers that operate in the market, including their capacity, geographical coverage and service offers. The tenderers ́ interest in participating in a future competition for municipal laundry services. Assumptions and expectations that the tenderers have for such a procurement, including requirements for quality, environment, working conditions and contract structure. Possibilities for innovation and efficiency, as well as how the tenderers can contribute to meet the municipality ́s needs in the most appropriate and sustainable way. In addition the municipality would like to examine whether any transfer of business will be relevant for the tenderers. This means that employees who currently carry out laundry services under municipal management can be transferred to a new tenderer in accordance with the rules on transfer of operations in the Working Environment Act chapter 16. The survey shall therefore also uncover the tenderers ́ attitude to and experience with such transfers, as well as how they safeguard employees ́ rights and integration in their own organisation.
