Invitation to market dialogue: Concession agreement for the supply of test systems and test services for the Certification Scheme for Public Procurement The Directorate for Administration and Financial Management (DF0) at the Division for Public Procurement (ANS) owns and manages the Certification Scheme for Public ProcurementProcurement (SOA). DF0 is the state's professional body for financial management, good decision-making bases for state measures, organization and management in the state, as well as for procurement in the public sector. Certification scheme for public procurement (SOA) is one of the authorities' instruments to increase competence inpurchasing Norway. The aim of the certification scheme is to contribute to increasing competence and professionalisation within the procurement profession, and to give purchasers in the public sector the opportunity to document competence in procurement professional assessments and use of the procurement regulations in accordance with the professional planno. This advisory notice is a market survey, not a competition. The answer to the market survey is not considered an offer and is not subject to formal requirements.
