Description:
A sustainable municipal rental sector
The municipalities develop and manage the municipal rental sector so that it must be adapted to needs at all times, and at the turn of the year the municipalities managed a total of 117,598 rental homes. The recent years, with a high settlement of refugees, pressure in the rental market and rising costs, have shown that development and management of the municipal rental sector is complicated. It is challenging to develop the sector in step with sometimes significant changes in needs, and to ensure good housing options for everyone. The purpose with the assignment is to get an overview of the reasons for variation in the need for municipal housing, the supply of resources in the municipal rental sector, and an analysis of the prerequisites for a financially sustainable development and management of the municipal rental sector. The assignment must result in a report that form the basis for a collaboration between state and municipality on the further development of a sustainable municipal rental sector. Final delivery deadline for the agreement is 15 April 2026. Estimated value for the acquisition is NOK 1,000,000 excl. VAT For a detailed description of the delivery, see Appendix 1 to the agreement.
