- Short description: On behalf of the Ministry, the Center for Economic Research AS has developed a simultaneous model that can be used to assess how criteria and weighting of sector -wide conditions, such as settlement patterns and municipal size, can be determined in the cost key in the income system For the municipalities. The model is documented in the report The importance of cost and demand factors: Comparison of simultaneous expenditure analyzes, partial expenditure analyzes and partial analyzes of unit costs (Borge et al 2018-2022. The project is part of the Ministry's ongoing work on the development of the income system for the municipalities. The assignment has an upper financial framework of up to NOK. 400,000 excl. VAT. The project will be completed by December 1, 2023. For a more detailed description of the delivery, see Appendix 1 to the agreement.
